New Czech translation 3.9.6

Czech translation file has been updated (thanks to Pavel Kalian).
To install it, download file https://www.zygrib.org/inter/tr/zyGrib_cz.qm,
put it in the directory tr in the zygrib installation directory and restart zyGrib.
The new translation is already included in the Ubuntu (10.04 LTS) packages
